Orleans Watershed Stewardship Grant Program

About the Program

The OPC Watershed Stewardship Grant Program supports organizations seeking financial assistance to undertake projects that improve the health, resilience, and stewardship of fresh and saltwater ponds and watersheds in Orleans. Through its funding of these projects, OPC aims to encourage sustainable pond management, support science-based protection, and seed innovative pilot projects that can be replicated across the community.

How Does the Program Work?

The Orleans Watershed Stewardship Grant Program operates on an annual basis.   Applications for grants for each year are accepted starting on November 1 and ending on January 31 of the subsequent year.  OPC will review and evaluate grant applications during February and March, with final awards announced in April.

In most cases, OPC will disburse grant funds after the project is completed and expense documentation has been received. Applicants may request that some or all funds be provided at the start of the project, and OPC will consider whether early disbursement is appropriate based on the nature of the project.

Who Can Apply?

OPC encourages any group or organization seeking financial support for a project impacting a fresh or saltwater pond or estuary in Orleans to apply for a grant.  Examples of eligible applicants include pond and neighborhood associations, environmental nonprofits and civic groups, and schools and other educational groups operating in Orleans.  Pond associations, neighborhood groups and similar entities may be asked to submit further evidence of community support. Organizations incorporated under 501(c)(3) will be asked to provide documentation of their tax-exempt status.

What Kind of Projects Are Eligible?

A project should meet two general requirements to be considered for a grant.  First, it aligns with OPC’s mission of protecting and enhancing the saltwater estuaries and freshwater ponds and lakes of Orleans.  While this list is not exclusive, the following are some examples of potential project objectives:

  • Water Quality: Shoreline buffer plantings, stormwater infiltration, or fertilizer reduction programs. Projects on private property are eligible only if they demonstrate measurable downstream benefits to the public watershed.
  • Monitoring & Science: Water sampling, cyanobacteria monitoring, or “innovation” pilots (e.g., autonomous sensors).
  • Habitat Restoration: Invasive species removal and native vegetation restoration.
  • Education: Signage, workshops, or community outreach.

Second, the project provides a clear public benefit (e.g., educational, scientific or environmental) to be considered.  For this reason, projects involving routine maintenance of shorelines, seeking purely private aesthetic improvements or proposing unsustainable environmental practices, such as fertilization, herbicide treatments or dredging, will not be considered.

How Do I Apply?

All applicants must complete a grant application, providing sufficient detail to enable OPC to evaluate the project.  OPC has established three categories of grants based on the complexity of the project and the requested grant amount.  Small Stewardship Grants address projects for targeted local improvements and community outreach efforts with a grant limit of up to $3,000.  Innovation Grants cover pilot projects to test new technologies, novel data collection, or unique restoration techniques, with a grant limit of up to $5,000.  Exceptional Project Grants are for projects that are high impact, watershed-wide initiatives, with a grant limit of up to $10,000.

How Does OPC Evaluate Grant Applications?

OPC will evaluate all applications for consistency with OPC’s mission and goals and to confirm the public benefit(s) of the proposed project. In addition, OPC may consider other specific criteria based on the scope and complexity of the proposed project. These may include the project’s environmental impact, long-term sustainability, replicability by other pond associations and groups, level of community engagement, feasibility of completion within the proposed timeline and budget, compliance with regulatory requirements and any other criteria deemed appropriate by OPC.

What Other Grant Conditions Apply?

Grant Agreement:  In addition to completing the grant application, each grant awardee must sign a formal grant agreement letter containing an outline of the scope of the approved project, the awardee’s affirmation that funds will be used strictly for the completion of the project, and any other conditions or requirements determined by OPC as necessary for the funding of the project.

Matching Investment.  In some cases, OPC may require a matching investment from the grant awardee.  Matching investments may be a cash match (direct funds applied to the project), an in-kind match (acquisition of equipment, software or other resources, but excluding volunteer time) or donated materials (e.g., fair market value of stones, native plants or equipment).

Knowledge Share.  At the conclusion of the project, grant awardees will be asked to present the results of their project at an OPC meeting and to allow those results to be shared publicly by OPC.  Grant awardees should identify at least one aspect of the project that has general applicability, offering a learning opportunity which will help other similar organizations also become better environmental stewards.

Final Report.  Upon project completion, a grant awardee must submit a final report to OPC.  The final report should contain a financial summary of expenditures and whether any matching requirements were met, in addition to any other information required under the grant agreement letter.
